Southern Data Information Center

Introduction

The Southern Data Information Center is a public service unit under the Digital Transformation Department, Ministry of Agriculture and Environment, established under Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment; and Decision No. 223/QĐ-BNNMT dated March 1, 2025 of the Minister of Agriculture and Environment regulating the functions, tasks, powers and organizational structure of the Digital Transformation Department.

This Decision replaces Decision No. 3959/QĐ-BTNMT dated December 30, 2022 of the Minister of Natural Resources and Environment regulating the functions, tasks, powers and organizational structure of the Southern Information Technology Application and Data Center under the Digital Transformation Department and Natural Resources and Environment Data Information. The Center's formation, construction and development has spanned over 30 years, with its predecessor being the Cadastral Information Archive Center under the General Department of Cadastral established in 1994, until the establishment of the Ministry of Natural Resources and Environment when it was renamed as the Information Center under the Ministry in 2003.

The Center has the function of implementing information technology applications, digital transformation, information security, agriculture and environment sector statistics; operating information systems, agriculture and environment database systems; archival work, statistical work, agriculture and environment information and documentation in the South serving the Department's state management functions; conducting consulting and services activities on information technology applications and digital transformation in accordance with legal regulations.

The Center has legal entity status, has its own seal, is allowed to open accounts at the State Treasury and banks to operate in accordance with legal regulations; has headquarters in Ho Chi Minh City and Can Tho City. Over the years, the Center has continuously strived to successfully complete assigned tasks such as: Managing and operating the Ministry's Data Centers; building, developing and managing sectoral databases and national databases; developing digital platforms and digital applications for digital transformation; deploying systems for e-Government; ensuring information security and cybersecurity; specialized agriculture and environment statistics and electronic archival work.

The organizational structure of the Southern Data Information Center includes:

• Planning and General Affairs Division
• Data and Archive Division
• Digital Technology Development Division
• Mekong Delta Regional Data Center (headquartered in Can Tho City)

The leadership of the Southern Data Information Center consists of a Director and Deputy Directors in accordance with legal regulations. The Center Director is responsible to the Department Director for assigned tasks and is legally responsible for all Center activities.

To continue innovating and improving the efficiency of management, operation of digital infrastructure and data, developing digital platforms for digital transformation of agriculture and environment sectors in the South. The Southern Data Information Center is the focal point for deploying and operating Data Centers in Ho Chi Minh City and Can Tho; supporting Departments of Agriculture and Environment, affiliated units and localities in deploying shared platforms, connecting and sharing data, ensuring information security and cybersecurity.

The Center hopes to receive cooperation from agencies, units, colleagues, and readers with comments and assistance on implementing information technology applications, digital transformation, developing digital infrastructure, digital platforms, databases, information security; statistical work, archival work and agriculture and environment information and documentation, with the aim of improving service quality, contributing to accelerating digital transformation in agriculture and environment sectors.
