Prime Minister Chairs Government Session on Law-Building
Prime Minister Pham Minh Chinh chaired the September 2025 Government session, reviewing 9 important draft laws to perfect the institutional framework and remove legal bottlenecks.
On September 8, Prime Minister Pham Minh Chinh chaired the first September 2025 Government session dedicated to law-building, reviewing and providing opinions on 9 draft laws.
Attending the session were deputy prime ministers, deputy secretaries of the Government Party Committee, ministers, acting ministers, heads of ministerial-level agencies and Government-affiliated agencies, along with leaders from various ministries and sectors.
Opening the session, the Prime Minister noted that Resolution 66/NQ-CP of the Politburo has set the goal of basically removing legal and institutional bottlenecks by 2025 to serve national development. The growth target for 2025 is set at 8.3 - 8.5%, aiming for double-digit levels in subsequent years, toward the two strategic 100-year goals.
"From the beginning of the term, the Government has focused intensively on building and perfecting the institutional framework, one of the three strategic breakthroughs and a key pillar to propel the country into a new era," the Prime Minister emphasized.
To date, the Government has held 42 dedicated sessions on law-building, providing opinions on about 80 draft law files and resolutions. In August and September 2025, the Government continues to prioritize this work, planning to complete and submit approximately 113 files, presentations, and reports to the National Assembly, including 47 draft laws and resolutions at the 10th session of the 15th National Assembly term.
The Prime Minister noted that the preparation time for the 10th session is limited, the workload is large, the requirements are high, and the nature is complex. Therefore, ministries and sectors, especially their leaders, must heighten responsibility, directly direct, and allocate sufficient time, personnel, and resources to ensure quality and progress.
At the session, the Government reviewed 9 draft laws, including: the Personal Income Tax Law; the High Technology Law (amended); the Law amending and supplementing some articles of the Technology Transfer Law; the Law amending and supplementing some articles of the Intellectual Property Law; the Law amending and supplementing some articles of the Law on International Treaties; the Law amending and supplementing 10 laws related to security and order; the Law on Protection of State Secrets (amended); the Law amending and supplementing 15 laws in the fields of agriculture and environment; and the Press Law (amended).
According to Prime Minister Pham Minh Chinh, these are important draft laws, including those in the form of "one law amending many laws," aimed at perfecting the legal framework, enhancing state management effectiveness, creating a transparent legal environment, ensuring the rights and benefits of people and businesses, and removing obstacles to promote socio-economic development.
The head of the Government emphasized the principle: "Codify what is ripe, clear, proven correct by practice, and agreed upon by the majority; adjust what is still fluctuating or not under the National Assembly's authority through decrees." Regulations should be concise, focusing on problematic issues.
The Prime Minister required law-building work to ensure "6 reinforcements, 6 clear assignments, answering 5 whys, and meeting 4 musts"; while promoting decentralization, delegation of power, and reduction of administrative procedures. He also suggested that Government members present concisely, go straight to the point, and focus discussions on important contents with differing opinions.
